When the first rumors of a final rule for the “Coverage Of Certain Preventive Services Under The Affordable Care Act [ACA]” began leaking to the media, it was assumed that the birth control mandate was going to offer an even more extensive exemption for religious employers. Reproductive health groups thought that the rule, coming on the heels of Trump’s “religious liberty” executive order, would not only settle the ongoing battle of whether religious nonprofits like Little Sisters of the Poor could refuse birth control coverage, but also allow any employer to refuse to offer contraceptive coverage as an insurance benefit by claiming a moral objection.
